    (U//FOUO) As you are all well aware, control of documentation is incredibly important in the intelligence profession, particularly when it involves information that could cause harm to the general populace or our own methods and procedures.


    (TS//SI//REL) Classification is determined by the amount of harm that the release of such information would cause. The biggest difference between something being Secret or Top Secret is the addition of methodology and procedure. For instance, “the spectre in the St. Nicholas Church in Raeren, Belgium is acting up again. Please take care of it.” may only be a 'secret' statement, but adding “Our plant in Eastern Belgium, Agent Jonas, has reported that the spectre...” would be considered TS because it includes the source of the information. If there is a potential for a source to become endangered due to the release of a document, then the classification level automatically increases.


    (U//FOUO) For the general gambit of documents, three things are required. The 'banner markings' at the top and bottom of each page, 'portion markings' that are included before every paragraph or line that reflects the paragraph's individual classification (for derivative classification), and a declassification block included on the first page.


    (U//FOUO) Banner markings go on every page and reflect the overall classification of the whole document. You can ascertain it via the content. The highest classifications are included in the banner.


    (U//FOUO) Portion markings go before each paragraph and reflect the content within.


    (TS//SI//REL) Declassification blocks reflect who originally classified the document, under what authority, and when the document is scheduled to go open source. As Division 66 is not an ordinary intelligence service and much of our information is of an incredibly sensitive level to the general populace, the vast majority of information is declassified 25X8 or 50X8 which means that unless there is a board to declassify information, the classification is automatically renewed at the mentioned date. X8 refers to intelligence that could potentially hamper national (or, in this case, world) emergency preparedness should the information be declassified before a safe date.


    (U//FOUO) Examples of both banner markings and portion markings are included in this document. Note: unless 'authorized for release to (REL TO)' changes, one only needs to write 'REL' in subsequent portion markings.


    (TS//SI//REL) Additionally, remember to include cover sheets that clearly mark the overall classification of documents placed below the sheet in open work spaces. Don't use them for esoteric reasons. We've had too many cover sheets go missing and return with illegible handwriting on them. Should we have a guest who does not necessarily meet a certain classification level, it would be a security breach for him to glance or look at carelessly left out classified information. Also, a reminder to lock your workstations when you leave for lunch. Seriously, it's getting annoying.
