Yes, in addition to the dog tags they did give IDs for the IRC, the forums, as well as an email account they created beforehand. Sadly the account didn't have any pre-existing contact, events or file in it.

Yep, the contact was holding a balloon... A red one... And wearing a party hat. Don't know if this has any relevance, but when I offered to bring the booth crew oranges and lemons, they told me to pass on the name "RRECHI". No references to chapters of books that I was aware of.
I also received an email login, but haven't been able to access it. The account appears to have been blocked due to "irregular activity".
Lol, I think the developers might have messed up. Emails can get locked if too many odd IP addresses connect with them.

Just to keep track of attempts: I tried removing every letter from the cipher corresponding to the location of a Red balloon on the invitation graphic - and vice versa (keeping every letter corresponding to a red balloon), based on the observation that there are 15 balloons in total, and 15 letters (+1 number) in total. *goes back to the couch in the hopes of no more brain-farts to keep him from nap-time*
Tried rearranging cipher according to alphabetic order, parsing when a Capital letter occured - looked promising at first, but seems it was a dead end. For reference, what it produced was: Ccbffh Ikmmm Ouuw 1 For some reason I keep thinking it refers to "Main Event Hall 1" - eventhough the character count doens't match. :X Edit: Nevermind, mind is truly shot - keep mixing the cipher leading to a keyphrase with it leading to a location.
We've found the location! The Tour de Levis tower, AgentOwl66 asked around and got pointed in the right direction, http://www.parcjeandrapeau.com/en/photos/albums/?id=34 After looking at the images a bit we found the metal pillars matched the floor plan, and the centre pillar was obvious- with the bar + toilets in the location some of us got convinced. After a bit of digging, AgentViper66 found http://www.parcjeandrapeau.com/files/publications/tour_de_levis_hall_plan.pdf, which confirms it as a clone of the floor plan we've been given!
