This site has some crime heatmaps for Portland. Most of the maps show a hotspot on both sides of the river, however the Burglary: Residential map does have some similarities: http://www.pdx.edu/crime-data/hotspot-past-5-years-3 I've created a quick overlay: http://i.imgur.com/TaRhBaG.jpg It's far from perfect, so maybe it's not crime that's being depicted, but it does seem to me that it is related to residential areas.
Since the map image was created by XORing two other images (at least that is one way to do it), I have been trying to apply the same technique using the misnamed neighborhoods with their correct names. I tried it many different ways and the only way that comes up with any thing that is a word or can be made into a word is by using a logical XOR of the characters: Yearl xor Pearl Korna xor Kerns Buckert xor Buckman = 10000 01001 0000111 = 16 9 7 = p i g (if we treat the decimal values as alphabetic positional values) This is a stretch, and I don't actually think this is the word we need, but I throw this out there in case anyone else can see using this technique some way for better results.
Nice work as always, Rohva! Did a quick search on google maps, and there are 3 locations that could arguably be referenced, each in their respective region, if I'm not mistaken? The People's Pig in Kerns River Pig Saloon in Pearl and Blue Pig Cafe in Buckman. Either very odd coincidence, or Rowyne might need to death-stare the clerk in The Fried Onion and find a way to nonchalantly give the passphrase "Pig". Albeit I lean to the former - for Rowyne's sake ;P
Well, if you the reverse the differences in the district names you get "Yoaert," which is an anagram of areyto. areyto is a ritual involving singing and dancing, so the password is obvious! Good luck Rowyne!

Both of the above locations are user contributor sites, wikis if you will. The definition is precise and a bit odd for an urban slang. The contribution date is recent, as if left there for supporting this drop. The author SwagMan has contributed only this one definition to the site. PESMAN is an uncommon last name, so picking up an order for "Mr/Ms Pesman" may be reasonable. I ran district letter differences (yoaert, pesman, and both at once) through "Caesar" (I tried all letter rotations) and word puzzle solver. There are no 12-letter words for yoaertpesman, and there are no 6-letter words for pesman and yoaert. I find it unlikely that the password has something to do with Caesar cipher.
