    Edit 2018 Part Deux:
Thanks to Azurfel for pointing out the obvious. I've uploaded all the video files related to the mission to youtube for posterity, assuming they aren't taken down for any of the audio or bad voice acting. The channel link is here: https://www.youtube.com/channel/UC8KNUhZ9Y7aWSMyktgqcyEA, and the individual videos are linked in the fourth tab. You could also search 'Agent Treble' in Youtube to find them.

    Edit 2018:

Hello everyone, it's been *checks date* god, almost two and a half years since my sandbox came out. I've lasted the years well, though unfortunately the sandbox has not. Several of the mission-critical clue files have expired from TBW archives, which could hamper anyone trying to complete this mission. I've created a dropbox link to these files, which I will post below. The files are named as the archive files are, so just open the right one when you are asked for it. Happy solving, and feel free to DM me if you run into any other problems. I'm not as active on the forums as I was, but will help with any issues I do see.

    Mission Background:

Agent Treble receives anonymous information from someone claiming to be an old friend. He, being busy with his responsibility's at the armory, needs help deciphering the messages that he receives.

    Action Required
Decipher messages relayed by Agent Treble to uncover the sender, as well as their intentions.

    Mission Sneak-Peek
The following is part of the first mission.
    "Who am I?"

    Cmaj7 no3 / E m / Cmaj7 no5 / C

    (OOC)
This is an idea that I've been toying around with. Feedback on the first part of the puzzle would be appreciated to help make sure the following parts aren't too hard/easy, as well as any votes people would like to throw my way. If you do manage to solve this first part, please keep any potential answers in spoilers text.

Edit: Changed one of the clues to avoid possible confusion

Edit 2: Redid the puzzle with an additional clue

Edit 3: Added the final clue

Posting this just because talking it out might help o_O.
In Treble's video, the chord shown is CMaj7.
The audio part reveals time signature as 4/4 (though probably not significant just an observation). Three different chords are heard including CMaj7 (it's whats played first).
What I haven't connected yet is the letters on the notes. OTAL, could be Alto? Or maybe letters correspond with the chord changes in the audio.

    In all seriousness, though,
that is the right answer, even though you can't tell me why... yet

Actually, to me it sounds like 4 chords, plus Cmaj7. There is a single tone difference in each one after the first, with no repetition. If not a tone, a half-tone of some sort, like the key is just reaaaaally sharp, and manages to be halfway between two notes. I could look at it further, but it could be about what notes change, in what order.

Its like 3 bars of music. CMaj7 is played for 4 beats in the first. The second is CMaj7, then its like CMaj7/E (?) because the root note is like going up a step, the third is CMaj7 again, then last chord is something I haven't spent the time on to figure out :). So each time I guess the root chord is changing.

I swear to god that I just can't hear Cmaj7 being played more than once. I'm hearing the second chord as having maybe one note being a tone higher in the chord, the next one is a bit higher, the next one miiiiight be the same as the second overall chord, and the last chord has at least one note lower than Cmaj7. I just hope I'm not losing my hearing at age 17.

So am I still supposed to be able to determine the name of the person? Was Alto the name?

I don't think you're losing your hearing. Innately it is hard to process (and be able to comprehend) different notes being played at the same time. Kinda the same thing happens if two people are talking at the same time, can you follow both conversations?
Anywho, take a listen to this - it's extremely similar to the sound in the audio file.

Well, it's not really a case of that. I mean, I am a pianist. My advice is just to listen to the first two chords over and over again, then you might be able to hear whatever it is that I'm hearing, that little dissonance between the chords.

Since it appears I underestimated the difficulty of differentiating the chords, I'd suggest using this: http://www.gootar.com/piano/index.php. Try and find out which notes are being used for each one. I'll include this link in the client too based off of what I'm seeing now

Could I get a hint as to the decryption key for the cryptobin string? I'm guessing the decrypted string gives the answer for the attachment password part of the mission.
I've been trying everything to do with turtles, 'Eye of the Tiger', the numbers 00936, and 'xkcd'. Is it a full sentence or something?
I kind of regret attempting this, since I'm not musically attuned at all, so if it's something about music it probably went right over my head.

i think your referring to #eye of the turtle?
when you find the referance, its quiet easy
you should look at the source of the image
    the numbers have some meaning
the source has a page explaining what good passwords are
that should be more than enough hints for now ^^

    Oh geez...
I tried everything with the actual name of the source, didn't think to look more at the source itself.
Cheers, I got it pretty easily after that.
EDIT: Great, now I'm stuck on part 3.
I know the focus is audio/music based mind control, with an apparent specific focus on causing aggressive behaviour in patients. I've tried 'Project Monarch' and an assortment of other phrases, but I can't seem to get it. Is it something generic ("mind control") or specific ("Aquarian Conspiracy")?
    EDIT2: Oh, got it.
    Clever archive call number dude.
