This client is the two year old son of one of our active agents, Agent Murphy, who is currently in deep cover and cannot be contacted. The child, codenamed AGENT BABY, is currently being tracked by a GPS locator embedded in his pacifier, which was placed by Agent Murphy. Unfortunately, because the tracker is privately owned by Agent Murphy, we do not have the access code to unencrypt the coordinates. Your first task will be to determine Agent Baby's whereabouts and direction of travel. From there, you may be called upon for further investigation into this case as needed. Due to the vulnerability of Agent Baby while he is outside of the care of the Division 79 Childcare Facility, discretion is advised. Please do your best to keep knowledge of this mission contained, especially from people who may know Agent Baby personally(such as friends and close coworkers of Agent Murphy). Any and all correspondence should be directed to [email protected] rather than directly to any higher-ups in our organization, in order to maximize opsec. So, the third part of this mission has an error in it, and I don't think it's been fixed yet but I know that you can't solve it until you get to it due to the particular nature of the clues surrounding this ciphertext... As a matter of fact, I cannot figure out the first puzzle of the baby's mission, that is the password for criptobin https://cryptobin.org/0717y2o5 I memorized the four-digit numbers from the hand-written message, but do not know how to get a password from them. These numbers do not seem to be shifted into ASCII codes as they range from 3981 to 4209. Any hint?

Agent Enix, I regret to inform you that Agent MidDipper was KIA in Operation DARKAVALON. I would be more than happy to assist in their stead. The first step to solving any particularly difficult puzzle is to list out all information that you're given (whether you think it pertinent or not) in a different format. I'm fond of bullet point lists. What information is contained in the note that Agent Murphy provided?
The obvious answer is - e-mail. I send a few e-mails on it but had no respond. Out of ideas atm. Letter is looking quiet simple and I don't understand what additional info should I looking for. Asking for help.

Alright I got it pretty fun how I was misslead. But now I am stuck again. What mean "determine the public transport AND the direction?" I determined public transport and direction. But what should I enter?
