I count 5 cafes, 5 HVTs. The sample being sometimes included and sometimes not is probably messing up the way you're interpreting the data

Anyway.... Entry #01 looks pretty nasty.

 

oof, that #1 does look like a dangerous one

 

I've reviewed the first entry and updated it.
The totals for Internet cafes is still 5 but the HVT count is at 26.
Two of the cafes are in the finance distract with many banks around, but also few embassies, the immigration services HQ, the local radio station broadcast HQ and the high court.
Probably a worth a look.

Adding in the flight information right now as you guys are doing a smashing job on the HVTs and whatnot. Lots of flights from lots of places, as expected considering Kampala has an international airport on its doorstep.

Potentially interesting fact of note, though, is that Independence Park used to be an airport, and technically still has the capacity to land helicopters (but not fixed wing aircraft) and isn't administered by the civil aviation authority anymore.

Possibly, though perhaps unlikely, somewhat off the grid landing site?

Haven't added this to doc, since I'm not sure how much use it would be, but being involved in the more out-there theories when it comes to events we've experienced, I'm incredibly nervous about the radio station site. I'm of the opinion that when it comes to things 'getting out of control' something bouncing from digital to audio is a way to subvert people. Audio tuned very well can have a nasty effect on the psychological and physiological wellbeing...

 

Adding in that both Al Shabaab and Al Qaeda in East Africa are both active in Uganda.

EDIT: I was on the wrong doc. My bad. This info has already been added in.

 

Okay, might have found a couple more HVTs. One is UMEME, Uganda's largest power company (has been the site of rioting in the past), and the other is a nearby branch of UNICEF.

Both of those seemed like good possibilities.
