Just checked my records. None of my ground teams stationed at the.. uh.. track... center, were authorized to grab anyone in the local area. Could be simple hazing, though putting him outside of Dylan's office could be misconstrued as attempted homicide.
I doubt it, @MidDipper had me check if he was in listed in recruiting, and while he is listed, his file was only recently added. Externally I should add.
Uh... *pauses game of FTL* *leafs through SOP records* ... looks like you're to detain him in a class 2 cell until the person who authorized his recruitment can be found. If not, interrogate him. You'll have to track down whoever added his record to the system
I assume you've already identified him. If not, that's also something you'll have to do. If you give me a pic of his face I can run it through the proper channels

Ok, that helps a lot. Accessing street cam footage from the past few hours.... lots of sedans... unmarked black van stopping outside of the house, barely in camera view, and then them speeding off. Doesn't look like any fire trucks were sent in so it's probably fine. DMV records match pretty much with what he's saying, his actual name is Alokin Soldeus, but Manakias is a known alias. Its pretty weird for him to have a known alias, considering there's nothing with the FBI, CIA, Interpol or elsewhere. Not much of a criminal record, basically your average guy save the pseudonym. Did you guys check him for any bugs, he might be a trojan.
Uh... No. Didn't pat him down. Let me just... check... . . OK, so he does have a device on him but I don't know if it's a bug or not?
The warden should be able to identify if it is a bug or not. They're all trained to know what to look for.
